You could try a relaxer. My hair is frizzy and wavey I use a LITTLE calming oil and run a warm (not hot) straightner through it. Don't wanna fry your hair.

Cutting your hair does not change the structure.... When you remove length, it takes weight off the hair and it may get more volume.....grow it back longer ....The waves should ease up.... All the good companies have straightening balms to ease frizz
